It seems PREPA (Puerto Rican Electric Power Authority) was stockpiling and hording materials that were hidden from aid workers who have been trying to restore power to the island. USACE (United States Army Corps of Engineers) spokesperson Luciano Vera verified that federal officers were accompanied by armed security during the raid.
And somehow, I am not surprised. Maybe the Puerto Rican workers were standing around in order to manipulate a few months more of pay. Or they thought that the mainlanders should do all of the work for them. Or that is just the pace that they work... i.e. "island time".

Just because PREPA filed for bankruptcy, doesn't mean that it closed down and dissolved. They filed bankruptcy in order to skip out on paying their debts, on what they own to bond investors. PREPA still exists and it still is a hot mess run by the Puerto Rican government. The Puerto Rican government is rife with corruption... just like all those other loser governments in Central America and Africa. It's just the nature of Third World life.
The electric utility filed for bankruptcy in July 2017 burdened with $9 billion in debt, utilizing Title III of the 2016 Puerto Rico rescue law known as PROMESA, which gave Puerto Rico and its agencies access to a debt restructuring process similar to U.S. bankruptcy.

If Puerto Rico is without power for months after Hurricane Maria, as authorities now warn, many investors in the $9 billion of Puerto Rico’s outstanding electric utility bonds risk never seeing their money.
^^^ No way is Puerto Rico ready to become a US state.
The Puerto Rico Electric Power Authority (PREPA) is the government owned electric power company of Puerto Rico. They are, in theory, supposed to be leading the effort to rebuild Puerto Rico’s ruined electric power grid. Which is why the news that they were caught stealing, hiding, and hoarding supplies by FEMA and the US Army Corps of Engineers is so shocking.

Inside the warehouse was a gigantic stockpile of construction materials, including sleeves of full-tension steel, a critical component for power lines. FEMA and the US Army Corps of Engineers have not finished cataloging all of the stolen goods yet. PREPA is issuing vague denials and says they have done nothing wrong in hoarding supplies.
