Communist nations usually have very low crime rates due to the lack of controls on the police and the harshness of the justice system.
Case in point, when Germany was re-unified in 1990 the officers that were formerly part of the East German Volkspolizei (People's Police) aka the "VoPo's" were totally clueless in how to handle the most basic of investigations without torturing people.

I would imagine the situation is very similar in Cuba with it's "Policia Nacional Revolutionaria"

It's the drugs
My family is from a relatively small town in Puerto Rico. At one time, a neighbor who killed his wife for cheating would be talked about for years. Now, when I get news from home, it's one sad story after the next, one young kid killed after another. Usually, there is drug involvement. Either, the kid is involved (using or dealing) or he (usually) has been killed by someone trying to get drugs. It's very sad.

PR is a wonderful place to funnel drugs into the US. When the US gets sensible about its drug laws, crime rates will fall all over the place, esp PR and Mexico as well as Colombia.

You got the point my friend. Uff, I have friends that were caught with a small quantity of weeds and after getting caught by the PNR they have never seen the light again.  Just imagine if you kill a Castro's cow; minimum 15 years.
