I am currently on Tier 2 and my benefits will run out as of the week end Nov 27th. So id file my last claim on tier 2 Monday Nov 29th for the week ending Saturday Nov 27th.
My question is in regards to moving on to Tier 3, if you use up your benefits that exact week will you still move on or does it have to be the week before?

What state do you reside in? It makes a difference.

The eligibility cut-off dates are the same in every state -- no difference where you reside.
Unemployment weeks run from Sunday to Saturday in all states -- regardless of the day on which you actually file for benefits. Check your stubs -- you'll see that your benefit weeks end on Saturday.
The cut-off dates are the day you exhaust a Tier (Saturday) and the day you begin a new Tier (Sunday) -- not the day you file.
If you exhaust your benefits in a Tier on Saturday, November 27 (regardless of when you file in the subsequent week), you can move to the next Tier on Sunday, November 28.
To begin Tier I, you must exhaust your regular benefits no later than Saturday, November 20; Sunday, November 21, is the last day you can begin Tier I. Tier I has always had an earlier cut-off date than Tiers II, III, and IV.
Eligibility for the extensions ends Nov. 21st for Tier 1, Nov. 28th for Tiers 2, 3, 4.
Payments under the specific tier for which you are eligible as per above dates continue until exhausted, but not beyond April 30, 2011.

(3) EB/Expiration date - At this time, EB is 100% federally funded through December 4, 2010. This December 4 expiration date is the EB equivalent of the April 30, 2011, expiration date set for the EUC Tiers. Many states discontinue EB when the 100% federal funding expires; other states revert to the traditional funding split of 50% federal/50% states, and continue to provide EB.
(4) FAC/Expiration date - The FAC program was not extended by the recent legislation, so you must have filed your claim for regular unemployment benefits before the end of May 2010 to qualify for the $25 weekly FAC payment. If you are already collecting the FAC, that program will expire on December 11, 2010 -- no further FAC payments will be made after that date.
The eligibility cut-off dates and expiration dates I have noted above are all current. For these dates to be extended, Congress must enact new legislation with new dates.
