Hello!
I will start Tier 4 on 11/28 (I exhaust Tier 3 on 11/27).
I have the following questions:

1. Which months will be included in 3-month TUR at that time? Will that be August, September and October?

2. Anyone knows percentages for August and September?

3. Do you think PA will be on Tier 4 as of 11/28 since TUR needs to be at 8.5+?

Yes. But October's rates for the states won't be out until November 23.

For Pennsylvania, the unemployment rate was August: 9.2%; September: 9.0%.

So, October needs to be 7.3 for the TUR to be at 8.5 level?

Right -- but I haven't heard of any upsurge in hiring in the Northeast last month, so I don't think you need to worry about Pennsylvania not making the 8.5% trigger for Tier IV.
