Just FYI, I've posted an outline of the federal unemployment benefits amendments in the tax cut legislation (HR 4853) currently being considered by the Senate at: What is the latest news on extensions into 2011?

my 79th week ended dec 11, i called into CSR PA Unemployment office today, and she said this new bill does nothing for state benefits being paid for ( even though PA is a state with over 8% unemployment for a year ) and that they will have to bring up a new bill to pay for state eb...

which i do not understand because the bill calls for extending unemployment benefits for 13 months UP TO 99 weeks. Fed payments covers 79 weeks, and then EB if your state qualifies for up to 20 weeks...

So my question is does this new bill extend state eb benefits to those who qualify ? Thanks

Not exactly.
An UI recipient has an additional (proposed) 13 month window of time, to:

A. Exhaust State Benefits and move to EUC Tier I
or
B. Exhaust a Tier and move to the next EUC Tier

Once a recipient has exhausted all Federal EUC Tiers due to them, they may be eligible for State Extended Benefits if offered by their claiming State.
Weekly benefit amounts for the Tiers are the same as those received in the initial 26-week State Unemployment claim.

Default Extension approved for unemployment need clarification

No extension for the 99ers and 13 months (not weeks) extension of unemployment benefits for the other unemployed up to 99 weeks, depending on what their State allows.
