No. The above quote clearly states EUC tier benefits. This was covered in my first response to you:

Ariadne, so my 3rd year of Illinois state benefits just ran out(25 weeks @ $62 per week) What happens next? Will I get a fed. extension and go into the tiers again off current claim? I never did get any extended benefits off my 2nd year which was a much higher rate. Would I be eligble to get those back? Any help appreciated. Thanks
