Can a state UC debit card be used outside your state of residence??
I'm considering applying for a job in a neighboring state.
I may have to use my UC debit card for some expenses enroute.
Is this allowed or would it trigger a red flag at the UC office??
Would they think I am taking a siesta out of state when I'm
supposed to be looking for work at home??

No state UI office would have access to see your debit card transactions nor would they want access to your account. These cards are administered by 3rd parties (i.e Chase BofA, etc) intentionally.
