I have a question as to how the look back is applied in NC. I see on the BLS report today that in NC we had a preliminary UR of 10.2 for Jan. First question does NC use 110 or 120%? Second question is when calculating the numbers do they use the three month average from 3 years ago - Nov '08, Dec 08 and Jan 09? Or is it simply Jan 09 multiplied by 110% (or 120)

Not 100% sure, but as I read this, 120% is used if UE rate is 5%. Since NC's rate is much higher, it uses 110%.

Three-month average from three years ago.
Three-month average in May 2009 was 10.4%. 110% of that is 11.44%. NC's three-month UE rate needs to rise to at least 11.44% for it not to trigger off as projected in May.
Assuming EB is in effect, I know NELP projection says it will not be, but assuming EB is in effect after I exhaust tier 3 on the week ending June 30th, what does the EB rate have to be for me to continue to collect EB?
If I'm doing the math correctly, three-month UE rate in NJ needs to be at least 110% of the rate shown in this report - or 9.35% - not to trigger off the end of June.
Last thing we need is for it to go that high. I am looking at the numbers for UR going back three years and in Dec 08 it was 8.4, Jan 09 - 9.0 and Feb 09 - 9.5. If I am doing it correctly that avg's to 8.966 and multiplied by 110%, I am assuming that NC unemployment rate would have to drop below 9.9 on the next BLS report. Then again I could be as wrong as possible too.
They've reported new state UE data, but no comment on EUC/EB, as yet. If there are any imminent changes, I expect they will announce it later this week or early next week.
In SC the last pay out for EB is 4-7-12. Spoke to rep at UO stated that because of unemployment rate nationwide that is the reason for EB program phasing out. She indicated the UR is 9.3 in SC.
National unemployment rate is not the reason SC won't be paying after 4/7. The lookback trigger in the federal legislation is.

It's reported in the Greenville (SC) News this morning that SC EB ends 4/7. Our 6 weeks of Tier IV ends 4/7 so down to last weeks. Is there any reason to think we'd get the added 10 weeks to Tier IV, Ariadne22?

Because you began drawing on Tier IV while your state was paying EB, for now I am saying, "No." Based on this:

In your case, you meet criteria #1 - you had not yet drawn on Tier IV; but not criteria #2, as your state was paying EB as of 2/22.
Plan on no augmentation. If SC does increase your Tier IV account, of course, please let us know.

I also agree with Ariadne22's take that very few tier 4 claimants will see the extra 10 weeks, but I base my take on this alternate bullet point:
o In states whose EB periods (as determined under EUCA) will end before
June 1, 2012, beginning the first week after the EB period ends, all individuals
with new EUC08 Fourth Tier entitlement could qualify for the increased
maximum benefit amounts.
