What's so funny about your post is that a lot of CA UE recipients would disagree and/or find it unbelievable at best.
But like Mickla said, there are millions more here in CA than PA, so maybe they've gotten it together.
PA should not take six months for a hearing. That's absolutely RIDICULOUS!!! I wonder if they're doing this on purpose to discourage people.

Email them. I received a response within 24 hours, I was beyond surprised. You get 1500 characters to explain your issue...if that's not enough, you need help!

Ive never had a problem with the EDD, got thru quickly on the phone and email.
But, I would recommend emailing them, responses are timely.
My 2c worth.

I can't make sense of the OPs issue (other than not being able to get through on the phone). Whatever the issue, eMailing them is the best way to get an answer. As I have posted elsewhere, calling one of the foreign language lines (Spanish, Vietnamese) is another way to get through, if you can navigate the pronouncements. The English language lines -- forget about those. Don't even waste your time trying.
Phone lines excluded, I have had a very reasonable experience with CA EDD. They haven't screwed up a thing. By and large, the customer service reps I have dealt with have been helpful and pleasant. The state has made huge improvements to EDD in just the past few years alone. Love the debit card! Funds are deposited a mere two days after I file the claim, whereas when I mailed in the claim forms, it would take a week or as long as 10 days to get a check (which would then have to be taken to the bank for deposit). I have heard that if you are scheduled for a phone interview, that can take awhile (like six weeks), so they may be backed up in that department. I am not sure if that is still the case. I was told that months ago (by someone at EDD).

I've emailed CA EDD twice and they got back to me both times. Maybe that was a fluke? The first response took about 7 days, and the more recent email they got back to me in about 3 days.
