Good article in the NYT on potential agreement:

I wonder if Fed Ed aka EB will be tweaked in the deal as far as the 3 year look back is concerned??

Many states are no longer in compliance with any federal lookback criteria. Their state statutes on the lookbacks have expired. So, if Congress reinstitutes EB and changes lookback, EB cannot be paid in many states until their legislatures act:

that's interesting so does that make EB more likely or lesslikely in states with high unemployment rates? i think states pay half of EB am i correct? i am totally lost since you said the 3 year look back is gone.

Under current legislation, feds have been paying 100% of EB. Whether or not the states will reinstitute 50/50 on EB depends on the fiscal situation in the individual state. The unemployment has continued too long. The states are broke, they would be borrowing that 50% from the feds and paying interest on it. Most states will NOT do it, anymore. I can guarantee FL, AZ, MO, MS will not be paying EB - ever. Whether or not NJ resumes is doubtful. NJ has serious financial issues. I don't think Christie will agree to it. Same in CA. Big problems there, as well.

i can't see NJ or CA paying 50% too. i can't see any state willing to pay 50% to be honest. i don't even care if it ends i just would like a finished answer.
