..which is; if a person couldn't open a second claim before(because they hadn't been reemployed yet and made the certain amount), but now they can(because they started working and earned enough): who exactly pays that second claim's money? (made me curious)

The short answer is the employer upon which the claim was filed pays the claim until the money they have paid into the system is exhausted and then the next employer pays. At least that is how it is in CA and often results in letters in the mail letting you know that a different employer is now paying the claim. However, with all the tiers and having to borrow money from the federal govt to keep UI afloat, who knows where it comes from.
