There is no vote Monday. Nothing is scheduled at all. Also the vote will take a few days. There has to be 3 votes in the Senate. The first would be a cloture vote and they need 60, then after a cloture vote there has to be 30 hours of debate and Admendment voting then a 2nd Cloture vote which needs 60 again and if it passes the 2nd cloture vote then they can have the actual vote which they need 51 . This all takes about 3-4 days. Since there is no vote scheduled this week its impossible to know when it will go to the House. And the house is on Break after Feb13th to Feb 26th so unfortunately it may not get to the house until then.

The Republicans wouldn't waive the consent last time as they are filibustering this. And they want unlimited amendments so this will take 3-4 days atleast.
As for best case. We know its not on the schedule for Monday so best case is they bring it up Tuesday and it gets a final vote by Friday. Still has to clear 2 more hurdles after that. First J Boehner has to allow it into the House which he said he woudlnt unless it included some things he wanted and then it has to go through the Senate proccess which could take 3 days or it can take 30 days . we just dont know. Then you also need the states to restatrt up the whole payment process which could take 1-2 weeks. so best case is about 3 weeks until money starts to go back out.
