I have a question,

well first i use web-cert to file my claims and i had a week one claim since it was the end of my extention from the weeks of 09-29-13 to 10-05-13, i had already file this on Web cert and the money was sent to my Edd Debit card, however today in the mail i received a continued claim form for this period, i checked the web cert and there's nothing to file, should i ignore this letter?

now my second question is i received a letter stating that i was award unemployment for 09/15/2013 - 09/13/14 however it is now Oct 16 and i have not received any claim forms for this yet, is it because my last extension had not ran out yet and they were waiting for that one to be exhausted before sending the continued forms for this one or should i be worried?

No, you haven't received anything because CA's computers are all messed up and will be for a long while.

You need to call - use suggestions on last few pages of this thread to get through:

Tips for getting through to a live body @ California EDD

You don't need to return that claim form if you've already been paid for that week, but ask the rep about that, as well, when you call CA.
