Default Can small business owners draw unemployment?

I cannot find any help with question! I have to research the topic for an accounting class. Can a small business owner draw unemployment? If so what are the stipulations?

I was a business owner in NYS and was not eligible to collect unemployment even though my employees were and I received a salary in addition to dividends.
