I just wanted to post a warning as I ran into this situation this week. I think everyone gets into the habit of filling out their form and mailing it out ASAP so there is no delay. I did that two weeks ago. Well, they apparently sent me the form early and I didn't realize it... so it was received by them on the actual end date of the claim form. This resulted in my account getting flagged and payment being put on hold!

So ALWAYS mail your form out on the day the claim period ends or later to avoid this happening. If even the postage shows you mailed it prior to that day, they might flag it and you won't get paid.

ALSO, I read this thread all the way through and the Vietnamese line trick saved the day for me. I would not even know what was going on if it weren't for this. I was concerned I hadn't received my payment yet, and felt like something was wrong. I obviously wasn't getting through to anyone on the ridiculous English line. Calling that Vietnamese line got me through to someone. They were VERY nice, looked at my account, explained what was going on and actually did my certification on the phone with me so my claim could be processed completely. I have to wait up to three days for it to show up on my card, but he said I should be all taken care of now. They will help you at that line if you get someone. Follow the directions in this thread... it all worked perfectly.

It will obviously flag your account. You are certifying that you were available for work all the days of the claim and that you looked for work. If you send it in on the 14th and the claim ends on the 15th, then obviously you can't state whether or not you were available for work on the 15th as the 15th hasn't happened yet.

I finally got through on the Vietnamese line..Said I did not speak the language and was transferred right away to an english rep... Very helpful call needed to be paid or I wouldn't have gotten paid...started my 4th extension... so if you haven't gotten paid yet you probably should call

when calling Viet line make sure you follow instructions exactly or call is disconnected.. I kept forgetting the wait til the message pauses as soon as I did this though the call went through!

I called the Vietnamese line this morning, and got through within three minutes.

HEY!!!!!! FOR ANYONE ACTUALLY TRYING TO GET THROUGH, IT'S A NIGHTMARE.
EVERYTHING LISTED DOESN'T WORK FOR ME.

Here's how you do it:

Call: 1 (800) 300-5616
Press: 1 for English or keep listening for other language options
You will then have to listen to a very long automated message. No getting around it.
Next you'll have 6 options
Press 6
Next you'll have 7 options
Press 7
Next you'll have 3 options
Press 3
You will then be asked for you Social Security number.

After ALL this BULL****. You will then hear an automated response that their call volume is too high and to call back later. In which case you will have to do it over and over and OVER again.

It's a JOKE!!!!! Good luck

The Vietnamese line works just fine, if you follow the instructions. I've called it twice, have gotten through within five minutes, and my problem is resolved.

I have never had to resort to it...I used the trick another poster mentioned...start calling a few minutes before they open, and once the lines open, you get through with a minimal wait time. Also, while it is frustrating, I noticed that the wait times aren't long when you finally do get through...not sure having to call multiple times is worse than being on hold for hours.

I just tried calling the Vietnamese line but, of course, the recording is in Vietnamese, which I don't speak or understand. How do you know what buttons to press to get a live person?

I had missed my Personalized Job Search Appt (if you haven't done this, take my word, unless you are dead or dying, take my word on this, it'll completely screw things up)...

So I tried, on a Monday morning, (I know) to contact EDD to see what I had to do. After an hour of trying, here are the steps I took to at least get to talk to someone. Bear with me, this gets helpful at the end...

Looked up the local EDD Employment Services Office
Drove to said office (I've been on EDD twice and before they gave me that special code. The woman on the other end assured me that if I came in, I'd get through faster)
Put my name in to use one of their phones
Waited for about 20 mins
Got called to be able to use one of their THREE phones...
As I sat down, I call the std.: 1-800-300-5616 number....SAME results that I had last time... after about 15 calls, I see the following:

Welcome
listen to speech
1
1
1
SSN
Pin (1111)

Some thing dawned on me, so I tried it, I had not set up a pin, so I did that (it prompts you to)...

Guess what...it worked...on the first try. On a Monday, none the less.

I got to hear that I am pretty much screwed for last week because I missed that appt (I'll get it...someday), and basically have to go through the eligibility process (phone interview, and in person appt) before that week's $ will be released. And that should be about 2-3 weeks (more like 7-8 if I know EDD).

Good luck, my experience with that was either blind luck, or something that might help.
