I just received a very wierd letter from unemployjment (claim, state, employment)

Hi
I received a weird letter from the state unemployment office.
It has a bunch of numbers, my name and other things.

For example
Box 1: Teleclaims center then it gives the address and pobox
Box 2: Benefit Determination: EUC-08 111
Box 3: Page #
Box 4: SS#
Box 5: Date mailed
It just puts more dates, a bunch of numbers and so forth.

DOES BOX 2 MEAN THAT I'M ON TIER 3 OF EMERGENCY COMPENSATION?

At the bottom there is a few lines that say

Euc08 benefits calulated on regular claim (WHATS THAT MEAN)

Then there is a notice saying that if anyone uses any tricks or devices to claim benefits they will be sent to jail.

Why am I getting this stupid thing?

I answered my own question. I'm a wizzard. It's a determination letter that they sent me but it's only 8 weeks LATE! The offices are so back logged.
