Ask the child if she saw the person? Who was it? and Are they around ? perhaps she can see what you can't

She says she sees it at night, and calls it "Baby". According to the
Exif data on the picture it was taken at around 10 pm

It is a picture taken at night in a dark room with a toy camera. It is in interesting shot, sure, but hardly a ghost. Besides, everyone knows you can only see shadow people in your peripheral vision...which obviously makes them real.

If what you say is true then the the very next picture the child took would have this same smear or smude on it. I'm guessing it didn't or the parent wouldn't have posted the photo in the first place. Also, it isn't just the photo but what the child and her mother have said and experienced that are an issue.
