Those WEIRD noises (hoax, strange, conspiracy)

Has anyone heard of those weird sounds that occur randomly? There have been tons of youtube postings. People say it's HARP, but the general public doesn't get notifications about any testing going on, and the noises are heard all around the world:

It's kind of weird.

My understanding is that most, if not all of those videos are faked. The creators simply filmed and then added the sound in later.

Many audio hoaxes with this as it is easy o fake. I hear weirder noises from people on the NYC subway.

Strange Hum like noise all over the world

I remember I think it was last year or or 2012, a bunch of videos hit youtube with a strange sound coming from around the world. Really had the conspiracy theorists in a "panic".
Then it turned out to be a video game marketing campaign.
