There are fundies out there and also there are older people, who generally get more fixed and inflexible the older they become. So, we are not just talking about fundies but also people who are happy with their world view and do not want to see it changed. Firstly it is inconvenient and secondly it is scary. The folks who are curious, excited, and open to new ideas are not the ones who will have a problem with major changes.

Also, certain types of training (eg: standard military) and some foreign cultures education seem to promote rigid thinking by providing set solutions. They often discourage looking outside the box for possibilities. If someone cannot think of the possibility of something happening, then the reality is certainly going to be a huge world-changer when it comes along.

Looking at governments past history is one way to fairly accurately predict what the future actions will be. They can keep secrets when they want to and they dont have to be good at budgeting the books to be good at their various secret projects.
