I'm going to go with local fauna that died and dried out weirdly.
Unless DNA evidence says otherwise, Im going with dead animal one with possibly a mutation of some kind. Not the first time an alleged dead alien has been found.

Yes, they key is "near a nuclear power plant". Some normal animal but with mutation after a parental exposure to radiation.
Note the size of the specimen. Can fit entirely in the palm of the hand. Much smaller than any deer or sheep.
Not a deer or sheep fetus. They start pretty dang small.
My wife's pet goat had miscarriage last winter, the fetus was very early term and looked like an alien, not farm animal. Dried out, it would look very similar to that.
