Ghosts usually present themselves wearing what they wore in life, so a ghost in Victoria era clothing, was most likely living in that era.

My ghosts who were wearing modern clothes, were not recognizable as ghosts . . . not only because their clothing was modern, but because they looked as solid as any living human.

They were solid until they vanished.

Maybe it takes them so long to build up enough spectral energy the only ghosts WE CAN SEE have been dead over a century. and all the disco and hippie ghosts aren't strong enough to be seen by the living yet.

That would suggest to me that they lived during modern times.

I believe ghosts appear based on what they looked like and wore during their lives. For example, there are ghosts that hang around opera houses that have been identified as being a former owner or opera singer and they appear wearing the clothing they wore at the time. I've never read an account of a ghost appearing in clothing from one era when they were identified as living in another era.

If they are from a certain era wouldn't it make sense for them to be wearing the clothing from their time period? I would assume they would be wearing what they wore when they lived. I've never really made out clothing when I have seen a spirit. My son told me once there was a man standing in his doorway wearing a suit and hat and smoking a cigarette once. He was maybe 6-7 years old at the time and when I asked what kind of hat he didn't know a name but after looking at pictures we determined it was a fedora type hat. My friend recently posted this to her Instagram account and it made me laugh.

"EVERY TIME YOU GET DRESSED REMEMBER: IF YOU DIE THAT'S YOUR GHOST OUTFIT FOREVER"

Exactly. Ghosts don't have to obey The Law...What are you going to do it you catch them breaking it? Hang them?
