There's a witch like this in my neighborhood and those who don't avoid her have regretted it. A friend has the misfortune of living across the street and she has reported him to the city several times, whenever one of his several cars went just a few days past having a current license tag. She apparently cruises the neighborhood looking for cars close to their license expiration and schedules them for reporting. People who see her coming up the street, shoo their kids and pets inside.
as long as they aren't slobbering and pitching me over a BBQ pit....

Seriously I crack up laughing when someone gives the ole "stink eye. Its dern right comical.
Usually I ask if they lost an eyelash ...or lost something else ?
Carol Burnett often did a good stink eye rendition....
-Even me if someone gave me a look like the OP description, although it's strange, but I couldn't hold my laughing. And if I don't know the person, I would think of her as crazy or mental ill. Then I would be cautious not to attack me.
-In the OP case, she knows the person and knows why. I can't believe that this looking due to ONLY a verbal argument that happened one year ago, there must be several RECENT attitudes with her neighbor whether was with the OP directly or with her sister which makes that neighbor upset to this extent and acting in this way for 3 days. This is obvious from the OP's first comment.
-I suggest you If there is a specific problem between you and your neighbor that produces the verbal argument with her every time, I think it's important to know who is wrong and who has right. Don't care about her looking as much as focus on solving and avoiding the same problem every time.
-Your sister might play a significant role in pouring water on hot oil. Tell her not to interfere and not to do anything increase the resentment feelings between your neighbor & both of you.
I'm a little creeped out. My neighbor and I got into a verbal argument like almost a year ago. We avoided each other and don't like each other. All of a sudden I'm getting in my car, it's parked on the right side of the street, and my neighbor just locks eyes with me and squints her eyes in an evil way at me. She wouldn't take her eyes off me. She was on the left side of her driveway and even as I pulled away she just gave me a blank dark stare that looked devious. What is she trying to prove? I creeped on her FB and noticed she has a witch looking picture, with black lipstick, and a gothic looking dress on, and she said in her pic she loves being a witch. I don't know what she was trying to prove or do? Or if she was casting a spell on me somehow? I'm being serious. I don't know what to think of this.
It means they are rude AF. I would wave at her and then start laughing.
I watched an encounter at a convenience/ gas/ sandwich place one early AM. Some young guys were there getting whatever and two older " stoner types" were there getting food. The one stoner kept staring at this one guy and said that he looked just like a friend of his from years back and asked him if he was his son, blah blah blah. The guy said no but got unnerved that the guy kept staring at him and finally told him to stop it. The stoner instantly turned aggressive and threatening saying he'd lay the guy out for talking to him like that.
Some people are just off and some are high and stare at people. I wouldn't worry about it. But you do come across those you know are up to no good and pretend to be friendly while looking anything but.
