If you've noticed, it is cyclic, not only now, but apparently even before the Middle Ages and in pre-history.

That should come as no surprise.

I dare say inter-galactic travel is impossible, while intra-galactic travel involves great distances, so it's not like any civilization could maintain a continuous presence here.

Not worth the time or effort to monitor.

Agent Smith got it right (in The Matrix):

"Iíd like to share a revelation that Iíve had during my time here. It came to me when I tried to classify your species and I realized that youíre not actually mammals. Every mammal on this planet instinctively develops a natural equilibrium with the surrounding environment but you humans do not. You move to an area and you multiply and multiply until every natural resource is consumed and the only way you can survive is to spread to another area. There is another organism on this planet that follows the same pattern. Do you know what it is? A virus. Human beings are a disease, a cancer of this planet. Youíre a plague..."
That is a great point, the human race is pretty much an aggressive parasite! This may explain why they dont just land and start greeting people, or ask to speak to our leaders, if we ventured out in space to another world, and we came upon such a virus/parasite as the human race, I guarantee, they would stay as far away as possible!

They likely realize an attempt to engage or greet, its going to result in 'infection'.

Pretty sure about that? Maybe "impossible" to our level of knowledge, but there could be alien civilizations out there amongst the Billions of stars in the Billions of galaxies, who have millions or even billions years head start on our civilization. They could have overcome their biological limited-lifespan bodies, and created fleets of Billions of interstellar or intergalactic craft, flying everywhere in the local Universe, in the Billion years of time.

Another way of looking at this extreme disparity in time and space, is go back to Abe Lincoln's time, could anyone back then even imagine jetplanes travelling between continents, men walking on the moon, landers roving on Mars, iPhones with digital cameras and internet connecting everyone in the world, curvature of space-time. And that was less than 200 years ago. Where will we be in 200 years, if we don't destroy ourselves with the nukes?

^^^This in particular.

Imagine how many SR71 flights got reported as UFO's over the years.

Additional considerations:

1) There is an expectation of a certain level of quality that makes it a heckuva lot harder to fake stuff than back in the blurry crappy footage days.

2) Any good phenomena visible across 100's of square miles is in almost every case viewed by large numbers of camera armed people or at least things like go-pros in cars, security cameras etc. Sooo, that opens up people being able to support your assertions or the opposite.

3) Scientific knowledge. Things like glowing oceans, rouge waves etc. that weren't commonly known or accepted until recent decades ESPECIALLY when you can just google it if you see it. For example, I did not know of a circular rainbow around the sun until I saw one in Florida about 10 years ago. Dang cool.

We're not a plague, parasite, or infection. We're a species that's particularly adept at moving into pretty much any environment, rather than a specialist that's restricted to using a single food source or living in a specific environment. That doesn't make us intrinsically evil -- but given our intelligence it places an obligation of stewardship on us toward the rest of planet.

Halos are pretty cool. Within the family of halos, there's a thing call a "sun dog" caused by the refraction of sunlight by ice crystals in the atmosphere, those are also really neat. I saw a bunch of those when I worked down in Antarctica.
