Makes me wonder, what was the criteria for putting it in the classified annex instead of the public report? There had to be determining criteria.
As a former government employee who had a [redacted] clearance many years ago, I can tell you that some documents you'd read and say, "yeah, I can see why they classified that", but many of them you'd read and wonder why the hell it was classified in the first place.
Some of it's protecting sources. Some of it's CYA. Some is an overzealous bureaucrat classifying something that didn't need classifying. But a lot of it is protecting a nation's military plans and capabilities, and keeping information about technology from falling in other nations' hands. One technique they use is to silo information, so individuals have the minimum information needed to complete their mission or jobs. That way someone who wanted to spill the beans to an enemy could only do a limited amount of damage.
I suspect the classified UAP reports would reveal our capabilities to our enemies: tracking, monitoring, imaging, etc. and might also reveal some of the limitations in our capabilities - which an enemy could exploit. An example would be spy satellite capabilities -- you don't want enemies getting their hands on images because that would give them information that could be used to avoid detection.

So, its ok to release 'some' pictures and videos of these things, but not all?
Besides that, these other countries that we want to keep this information secret from, they have the same UAPs/UFOs appearing in their skies too, their fighter planes have had their own encounters as well.
Another thing about your theory...if you look at the documents that have been de classified (relating to these aircraft), the redacted portions usually contain very specific information, (not having anything to do with how they discovered them), more about their physical characteristics.
Your theory may account for some of the secrecy, but overall, I think they are just hiding the juiciest details from the public, they have been doing this for decades with UFOs/UAPs, there are many documents from the 50s and 60s, that are STILL secret to this day!! (obviously releasing these would not give our enemies any valuable information).
As Ive brought up before, I went to WPAFB museum as a kid many times, they had a 'UFO display case', parts and pieces of UFOs they had recovered, they were all 'unexplainable', many of the pieces were a thick honeycomb type metal (different colors), they all had detailed information cards alongside them, where they had been found, circumstances, description of the materials, etc.

You cannot tell me that there is not a 24/7 surveillance of every inch of this planet - whether it is out in the far ocean or over land. Are we supposed to think that we can send in missiles over the ocean and they will not be detected?
Maybe each country does not want to tell the other countries that they know what the aircraft is, but at least they could leak the information through some 3rd party and direct the search operation to the correct place.
This is what I see as really pointless and taking secrecy to ridiculous limits. It would help a lot of people find closure if they could find that plane.

You are absolutely right, every inch of airspace is surveilled...anyone who disagrees...check out the capabilities of the NRO (National Reconnaissance Organization)...the details the public is privy to anyway. LOL
There are numerous ways they could release photos/videos without giving away detection methods and other such information, this is part of the overall cover up relating to UAps/UFOs...they claim its for 'national security concerns' (but that is just a cover), not the real reason.
The first episode of Fox Sightings that was broadcast in the
1990's showed live Space Shuttle footage of a propelled object
narrowly missing another object that moves out of the way
to avoid a strike. The host of the show also noted the pattern
of the target.
The alleged Big Sur UFO footage case is quite interesting.
It could have went two ways when the cinematographer
left the viewing room.
The two men in grey suits could have told the officer
to keep an eye on him or they took their suits off
to reveal custodian and cafeteria uniforms. They
we're chosen because they looked the part.
The three of them start laughing while the
officer jokes about the "ufo". It is borrowed footage
from an obscure Japanese sci-fi movie.

Thats basically what the former Canadian minister of defense said too, (paul hellyer).
but ultimately, its not any world Govt that is keeping these things secret...its the BEINGS, themselves, that are doing that, They could reveal themselves to the world any time they liked and in a manner, that no govt on the planet could hide it...but they prefer to stay in the shadows for some reason. (which is not a great sign of their intentions, at least imo)
I think whatever these things are, the govt is aware of it, and probably fears the publics reaction to such news, (which is probably EXTREMELY significant and life changing), and would probably touch each and every person on an individual level...in other words, its just too bizarre of a truth to share with the public (for their own good)...
Lets say humans were created as a slave race...and these aliens are getting ready to gather us up for the next big project....would you really want to know that information? Such news would make like pointless from then on, who would bother going to work, or paying bills, or obeying laws? It wouldnt matter anymore. Plenty of other possible explanations that would cause us to look at life the same way too.
