Every time something strange like this happens the government says it's just the weather. I don't think so

If it's not a weather related phenomena, then what do you think it is?

Looks like something punched a hole in the overcast. It is circular and the lighted circle has streaks all the way around that radiate from the center. What kind of force in the sky could do this? Perhaps space junk or meteor? Perhaps something earth based that produced a blast of heat energy. It kind of resembles the circular wave that happens when you throw a rock in a pond.

Looks like this subject was posted on the Weather Forum yesterday. It could from a rising column of air or just a circular wind vortex in the cloud layer. It's pretty impressive though.

The view is from ground level. I've been airborne across the Pacific many times, and some very interesting patterns can be seen in the cloud cover below.

Thanks for your post. I didn't even know there was a weather forum - got to start paying more attention Halo Cloud over Moscow

Indeed the phenomena is called a "hole punch cloud" Hole Punch Cloud Not UFO Spotted over Moscow | Meteorology News

Although I bet there are more interesting conjectures about what it might be on the Coast to Coast AM radio program

I didn't know there was a Weather forum either. I just noticed it at the bottom of this thread. Still, it's also a science-related. I did a Google search of "Halo Clouds" and there are loads of websites claiming it has to do with UFOs or secret government weather changing projects. There was a similar cloud formation a few years ago that showed up over Chicago's O'Hare Airport. It made some headlines with people swearing it was caused by UFOs.

I remember in the 60's; during the cold war, when weather balloons were constantly mistaken for UFO's.

How about those neat looking smoke rings being blown out of the volcanoe cone by Mt Etna in Sicily?
