I do prefer the Uilleann pipes (the Irish pipes, which have a lighter, sweeter tone.)
However, listening to Scotland the Brave masterfully played by a kilted piper (I do love a man in a kilt) can be a stirring experience.
Years ago I was at a musical event at a public park, which happened to be adjacent to the city zoo, near the wolf enclosure. There were Scottish pipers playing. In the background you could hear the wolves baying and howling.
Not sure whether this was in disapproval or enjoyment.

How good they sound is definetly related to the player. When my Father passed away we had a very accomplished piper play at his funeral. My Father was of Scottish heritage. The mournful sound was very fitting for the occasion.

I think that one of the best uses of the bagpipes is AC/DC's Long Way To The Top. In small doses like that and perhaps a passing parade, I think they're just fine.

One afternoon, late last November, I was out in my backyard just looking things over and thinking about next year's garden. I could hear a bagpiper in the distance, something unheard of around here. I can't tell good playing from bad on one of these things anyway but it sounded like a well constructed piece. The day was gray and very still and all seemed right with the world while I listened so I took a walk in the direction of the sound and found a boy, maybe 12 years old playing the music.

One of the coolest things I've ever witnessed. I had to tell him that.
