Toronto's current mayor is mostly interested in building a fully underground Eglinton LRT line and extending the Sheppard subway line. However, all this is very expensive and I doubt he will find the funds to build the subway extension. Right now his council has pushed for the TTC to cut expenses, which means reducing service on already crowded lines. It's not that so much that the Sheppard extension is a bad idea, but there are cheaper LRT projects that he cancelled that I think would have been more beneficial to the city. Also, having the Eglinton LRT fully underground instead of partially underground has little benefits but is much more expensive.

The Green Line (Bloor Danforth subway) is already built
The Yellow Line (YUS subway) from Finch to Downsview is already built, the section from Downsview Northward (to Vaughan) is under construction.
The Purple Line (Sheppard subway) was built from Sheppard Station to Don Mills about a decade ago, the rest is are the proposed East and West extensions.
The Blue line is the proposed LRT. The section from Black Creek to Kennedy is to be underground (previously it was to be about 40-50% underground) and the section from Kennedy to Scarborough Centre involves the replacement of the existing Scarborough Rapid Transit technology with LRT.
As for the enhanced bus to Humber College, it hasn't really been made clear what that entails.

Mississauga & Brampton: Hurontario-Main LRT - SkyscraperPage Forum

This is the proposed Hurontario-Main St LRT that would connect the suburbs of Mississauga and Brampton. The sections in green would have a dedicated ROW and the sections in blue would operate in mixed traffic. It would be 20km long and is expected to have a ridership of 100,000. There is also a proposal to connect this LRT line with another LRT at Dundas which would lead to the West end of Toronto's Bloor-Danforth subway line.

York Region:

These are basically BRT lines for Toronto's Northern suburbs which have already been built, but currently don't have dedicated ROWs. The Spadina Subway extension (U/C) is supposed to replace part of the Orange Line (from Downsview to Vaughan Corporate Centre), and a later expansion of the Yonge subway is supposed to replace the portion of the blue line from Finch to Richmond Hill Centre. The rest of the blue, as well as the purple is going to have a dedicated ROW, with a possibility of the purple line eventually being upgraded to LRT. I'm not sure if the purple line and orange line would then be combined into a single line.
