Nope. Kansas City, Kansas!

I-70 looks a whole lot like Wichita in that picture though.

I knew I had seen things in that photo in person. That blue roofed building and the interchange on the left end of the photo were really familiar.

Yes, it's Kansas City, KS. In the foreground is the Lewis and Clark Viaduct built over the bi-state West Bottoms area.
