I'd interpret the rules straightforwardly...that actively using the internet in order to find a matching or similar photo of the skyline constitutes a transgression. Agree with you that if a player recognizes a posted skyline from his or her previous web browsing pursuits, he or she ought to post.

Agreed. If you've seen it elesewhere before posting, and can remember it, then it should be an acceptable guess or solution.
