I think if you have just seen it in passing in the past, I think it should be OK but I am not totally sure of the rules.
I'd interpret the rules straightforwardly...that actively using the internet in order to find a matching or similar photo of the skyline constitutes a transgression. Agree with you that if a player recognizes a posted skyline from his or her previous web browsing pursuits, he or she ought to post.
