No, this one is probably at least 2000km away from Murmansk.

(Hint: In 1942 was shelled by by the German pocket battleship Admiral Scheer.)

No. It's on the Arctic Coast. Both, Vorkuta and Norilsk, are inland. You are close with the guess of Norilsk, though. Go north.
