The river is too narrow to be the Mississippi, how about Grand Forks, North Dakota which was hit hard by floods. (My SIL lives about an hour east near Bemidji).

I thought fargo-Moorehead, but the downtown isn't at all like that in Fargo (been there twice) so guessed farther north.
