No, but at one time it did have a large manufacturing base. The most telling part of the picture are the buildings in the distance, and the fact that it's an old picture. The city had looked like this up until around 2000. The one clue that I'll give is that there's a reservoir nearby.

Jersey City before the skyscrapers were erected?

If not JC is it within a 50 miles radius of NYC?

It's hard to pick out the skyline in the photo, but those refineries make me think of Elizabeth, NJ.

Definitely not Jersey City; Jersey City has its own rather tall skyscrapers

Yes! it's a picture of Downtown Yonkers Circa the late 90's. The buildings far off in the background are Co-op city and you can see Tracey Towers as well (with other buildings far off in the background). Good eye!
