New Yorkers walk 3.4 mph. You don't get very far at 3.4mph, even if you can do it continuously (which you can't, because there are obstacles). Walking's a terrible way to get around.
Actually, when things are close together, as they are in New York, walking 3-4 mph is an excellent way to get around. You get exercise, you see things, you have flexibility on your route, you don't have to worry about where to park a vehicle, even a bicycle. When you combine walking with a comprehensive transit system for longer trips, it works pretty well.

People don't go searching for one right food, they go searching for the right mix. Similarly with transport, it's silly to go searching for the one right mode, what's right, as dark economist said, depends on context. The big problem with political decisions about transport modes (including, but not limited to, many decisions to install streetcars) is that they're not really context-based decisions about how to get people around, but based on other ideas and hopes altogether.
