Weather and COL fit into my wants list. I do not want to feed the higher cost cities habit so would not go regardless of a cost of living salary adjustment to the No list of cities. I am retired now and that is a reality I considered. I have lived in several of the cities listed and have visited all these cities many times.

Prefer coastal large cities with mild winters and not blazing hot summers. COL not factored, not required to based on question parameters. Economy and culture comes second to deciding. Biased obviously to cities I've visited before. Admit I've never been to any city in the "No" category but they just do not seem appealing at all.
