In your opinion, what's the strangest layout you've seen for a (somewhat) major city? For me it's Adelaide, to have the CBD right in the middle of a park and separated from the rest of the city.

It is unusual but is also nice. The parklands are made up of more than just parks - it includes the Adelaide Oval, zoo, war memorial, a high school, cemetery, casino, former racecourse (Victoria Park), Government House etc:

Adelaide Park Lands - Wikipedia, the free encyclopedia

Adelaide was a planned city (Colonel William Light) and is considered by many to be the best laid out city in Australia

I've only visited Adelaide once for about a week or so but I did like it. From what I remember of the city within the parklands, I think the southwestern corner is inner city residential rather than high rises. Many older Adelaide houses in these inner ciity areas are made of bluestone.

North Adelaide, one of Adelaide's prime suburbs, is also mostly surrounded by parkland.
