Its been reported that the project of Worlds largest Underwater Hotel in Dubai is set to begin soon. However, authorities didn’t give any timescale for the completion of project. The Hotel has been designed by a Polish company Deep Ocean Technology with the help of Swiss firm BIG Invest Consult AG.

I don't know, but they keep going to more and more extremes with what they create in Dubai. I would not feel comfortable staying in a hotel that was underwater, but that is just me. It just seems creepy. Dubai isn't the greatest of places, in fact, it is the limits that they push that only make it worthwhile for visiting. Without all of these attractions/buildings, it would never be worth going to. It is just too hot most of the time and dusty.

Dubai isn't really that interesting, inherently.

But the wealthy Arabs know that they won't be able to rely on oil money forever.

They invest and build up Dubai to be a modern tourist destination, so they can still have a source of wealth if/when the oil industry collapses.

If/when?

Less than 2% of Dubai's GDP comes from petroleum products... in comparison to America where that number is closing in on 8%.

Agree. Dubai tends to attract certain wealthy types with lots of money but perhaps not a lot of taste.
Like a more upscale version of Las Vegas.

If by 'tourist' you mean various corrupt and criminal types looking for a good place to hide and launder their drug money, embezzled money, or to just evade taxes. Dubai has become their favorite offshore no questions asked destination of choice.

Nice design.
In the event of any danger, the underwater disc will automatically surface.

It seems to make more sense as a restaurant or bar than as a hotel. After all, how much enjoyment will you get out of sleeping with the fishes.
