There are local buses between Seattle and Port Angeles (combined with ferry). Then ferry from Port Angeles to Victoria. And local buses all the way from Seattle to Blaine, WA right by the border, though the Bellingham to Blaine bus is rather limited schedule-wise. Only reason there's local bus continuing is because of the border.

No, you can't.

Local buses do not swim. You can take two ferries and then six different local buses across three different transit agencies. That would be highly inconvenient. The cheapest option would be to take the commuter bus from Seattle to Everette and then take the county connector from Everette to Mt. Vernon. Both will cost you more than a local bus because they aren't local buses. I've done that leg by bus because, well, I was in college and cheap. Never had the need to go to Blaine. Today I'd spend the extra money to take Amtrak.
