I think I-75 north of Atlanta has one of the highest number of freeway lanes in the country. I would think that Atlanta, Dallas, Phoenix, and Houston probably have the biggest freeways in the country
There is a study underway to determine if it's feasible to widen a portion of Interstate 10 in Phoenix to 24 lanes. Hopefully, that will not happen. That would definitely be an urban planning disaster.

Interstates 75 and 85 combined have eight lane freeways through downtown. I would say that Houston, Atlanta, maybe Phoenix, Dallas, Los Angeles, San Francisco, Chicago, and New York would probably be the cities with the largest freeways. Maybe Seattle as well.

New York doesn't even have "freeways". It has "Parkways" and "Expressways", both which are TINY by most US standards. The only highway I can think of that's anywhere near massive is a decent sized stretch of the Garden State Parkway in NJ between Sayreville and the NJ Turnpike. The bridge over the Raritan River IS massive.
Yeah, New York's expressways rarely exceed 6 lanes.
The New Jersey Turnpike peaks out at 14 lanes between Woodbridge and Elizabeth (6 cars only lanes, 6 truck lanes, 2 HOV/bus lanes).
The Garden State Parkway segment mentioned above is wide too. The Driscoll Bridge is the largest bridge (in # of travel lanes) in the world with 15 lanes. Not 20 feet away from the Driscoll is the Edison Bridge, which is 6 lanes wide. So in the space of 400 feet wide, 21 lanes cross the Raritan River there.
Out of all the cities Ive seen I would say that Los Angeles is first followed by New York and Houston. Look at the Houston Katy freeway redevelopement. I think its the biggest freeway project in the country right now.
24 lanes of freeway in Phoenix? That's outrageous!!! I remember some people in Atlanta a few years ago wanted to widen I-285 in the northern arc by 10 lanes to 22 lanes between I-75 and GA 400. Fortunately they abandoned that.
I know. It is ridiculous. The widening is due to a bottleneck called the "Broadway Curve." If constructed, which WILL likely happen, it will have the most freeway lanes in America.
This is the result of when cities are designed with the automobile in mind.
