So what is required to attend a urban planning school? Can I get info on high school classes, and public colleges that have these programs(Preferably in the Atlanta or Toronto area).

I would google Urban Planning major and see which schools in those two areas have that, and then research those specific schools.

I know Portland State University in Oregon has a great Urban Planning degree, that might be a good start in trying to figure out what to look for.

I believe that the University of Buffalo has a solid urban planning program and that would put you within a couple of hours of Toronto. Urban and Regional Planning - School of Architecture and Planning

There's this program at Buffalo State as well: Urban and Regional Analysis and Planning, B.S. | Geography and Planning | Buffalo State

That would put you near this neighborhood: The Elmwood Village Association

Answer me this before you waste your time and money,
Are you willing to pull all nighters almost every week and do oral presentations for both handdrawn and CAD plans + massing models(chipboard/museum board) and detailed models?
If the answer is maybe then you'll drop out. If the answer is yes, you might succeed.
Also, be prepared to spend some money for mateials, a good computer, polish your skills in 3ds max, rhino and illustrator/photoshop.

Although not all colleges offer an urban planning bachelors program, there are some alternatives. I went through a geography program and landed employment in city planning and private sector development planning.

Although the urban planning programs are more specific to those careers, you can still apply other education and experience such as environmental science and law, public policy, real estate, geography, and gis to get a job in urban planning.
