Besides Tax Revenues, the effect can be diminutive. Most of the time, Mom and Pops dont even live in the neighborhood they make money in. So the argument could be made that the only effect they had was a specified Tax contribution and maybe suppliers within the area/city. But if you operate in the inner city then drive to another part of twon, you are taking that revenue elsewhere.
