Does anyone here have experience with successfully re-developing the gutted core of an inner ring suburb?

It started out as trolley suburb, and then between the DOT designating the main thoroughfare a state highway, and splitting it into 2 one way streets and developing it like a car suburb (lots of large parking lots and the primary goal being to zip through as fast as possible with your car), and public Transit coming through, essentially splitting the town in half, and encouraging white flight, it's time to rebuild, correctly.
