Yeah, but that's a double edged sword. Then you get two groups of voters with contradictory interests in the same municipality. You could end up like Toronto, with suburban voters voting for anti-urban policies as it's in their interests to, say, have a city centre that's easy to find cheap parking in.

Does it really matter. What's the difference between an urban city and an urban suburb or vice versa.
