I recently bought a vehicle from someone in SLC. I paid them in full with my own money although they still have to go to the bank and pay it off and get the title.

Here is my question: Can I go to the DMV and register the vehicle with just the bill of sale or do I need the title?

You need the title, but you can get a temporary registration in the meantime to stay legal.

Here is another off the wall questions for you. I just bought a motorcycle. I am waiting for the seller to get the title from the finance company so I can get it from them. I just found out I am not going to be able to afford the bike due to financial reasons. Father in law has decided to purchase the bike from me. Is it possible for the seller to put my father in laws name on the bill of sale and title to get the bike registered and keep me out of the scenario? We are not dealing with any bank I am my father in law used our own money outright.Thanks

As long as the origional seller and your father in law sign the title. It's just as easy for the origional seller to sign it to you and for you to sign it over to your father in law though. There is space on the title to do exactly that.
