well, Heber has some jobs in your specified area, and there are others near Heber either down in Provo, which is reached down a canyon on highway 189 , or up in Park City which is reached by climbing up highway 40. Neither are very far from Heber. Highway 40 is four lanes all the way to where it connects to interstate 80 near Park City (about 15 miles away from Heber), but Park City is very near to 7000 feet and the town and the highway do get snow; however, they are well maintained in winter. Provo is about 20 miles from Heber down the canyon, and for most of its length it is four lanes. A good look at jobs can be found through various websites and the local papers the Park Record from Park City, the Provo Herald from (surprise!) Provo, and the Wasatch Wave from Heber. There are many resorts in the area looking to hire good clerical people as well.
Heber sits around 5500 ft in elevation, but it surrounded by some of the most breath-taking mountains in the world. It does get snow in the winter and lots of sun in the summer, but they are not the extremes of the Salt Lake valley floor or Park City.
The housing market in Heber, and the nearby areas still have some affordable free-standing dwellings that can be bought. I looked quickly and found some still well under 300,000. The area is growing quickly, but it still maintains much small town charm. I just attended the "Cowboy Poetry" festival there, and I go to the many different Park city festivals as well.
