There are definitely measures you can take when building a home to make the inside more allergy friendly. Seal the air penetration and have an HVAC company do a blower door test to ensure the home is sealed. Import fresh air into a filtered return air register. Go with solid flooring like a luxury vinyl (great new product with wood look and feel without the problems of hard woods or laminates in the dry heat) instead of rug to further improve the air quality. As for the outside, there talk to the local Utah State University agriculture extension in town and they might provide some additional insight on allergy conditions in this area.
