WUE is very limited in CA. Maybe the only UC is merced, if that still is on the list.

Well, it appears that Cal State is participating as well. No, it might not be UCLA or anything, but they could start their careers paying resident tuition, and then transfer to another university after they become full fledged residents again. Where there is a will, there's a way.

CS vs CU, OP has stated her kid is a candidate for Stanford. WUE is very limited and it is like as not that the U would be a better option than the WUE participants in Ca. Ca doesn't need to offer cheap education to Ut students, there are no gifts in the WUE package. Transfers to UC from CSUs? Good luck with that. You would be better off in a cal CC to get a better chance at transfer, the general description used for your scenario is AKA impossible.

If that holds true, her kid should have no difficulty getting full-ride academic scholarships at a score of decent universities (possibly including Stanford with its 82% rate of students receiving financial aid), and the WUE discussion is redundant in the first place. That will, of course, require some commitment, including relevant (academic) extra-curricular activities, probably obtaining an Associate's Degree before graduating from high school, and a very good GPA on a competitive HS schedule. The larger high schools in Utah provide all of these opportunities but I'd have to say, if they are passed on, just a really good GPA from Utah will not cut it for a top-class university - perhaps not even UCLA.

Academic scholarships are not financial aid. Tippy top schools don't need to give out scholarships for academics. I can assure you that kids from Utah go to tippy tops, you can probably google, but Hillcrest this year had at least 2 kids committed to Ivy leagues and offers for other tops school inc Berkeley and UCLA, Waterford had at least a couple of Stanford and Berkeley. Skyline and West will probably also have a smattering or more. An AA is not the way to go in Utah though, the IB diploma is the academic route. And yes, you want your kids to have a top GPA and rigour (AP, IBD).
But the stanford thing, I am pretty sure that is just tongue in cheek LOL, with a 95% rejection rate . Utah keeps plenty of really top students in state because the U is practically free for them. The bright AND chosen go to BYU, also for almost nothing.
