interested in these towns and what there is to do there.
here's my questions:

1. how close is a nice picnic/camping spot in a canyon with trees?
2. what is the population?
3. what is the closest place to go play in the water -
(scenic lake with swim areas, kayaking, as well as fishing areas)
4. places to explore? like caves or waterfalls or anything?
5. biking/walking path through town?
6. college campus or extension campus?
7. anything else you think is relevant?

Tooele:

1. how close is a nice picnic/camping spot in a canyon with trees? Depending on where in Tooele you live and which canyon/reservoir you wish to visit, could be as close as 5 minutes or as far as about 20 minutes
2. what is the population? Probably close to 35,000
3. what is the closest place to go play in the water - Stansbury has a private lake for residents you can use if you live in Stansbury, otherwise Grantsville has a reservoir you can swim/boat/fish in.
(scenic lake with swim areas, kayaking, as well as fishing areas)
4. places to explore? like caves or waterfalls or anything? Does abandoned mines and ghost towns count?
5. biking/walking path through town? Not so much.
6. college campus or extension campus? A Utah State University extension
7. anything else you think is relevant?

How about Delta? I can tell you about Delta. It's about as exciting as any of the other towns you mentioned. It isn't on the I-15 corridor, but it is right between Nephi and Richfield and in my opinion a superior city to either of them.

There is camping in canyons, all around. There are no trees, but camping is aplenty. If you go about 30-45 minutes out of town you can get into Fishlake National Forest.
Population is about 3k for the city and 8k for the micropolitan area.
You can play in Gunnison Bend reservoir - it's right in town.
There are trilobite quarries, ghost towns, and you're right at the edge of basically the largest uninhabited portion of the lower-48
The is a downtown Delta. There isn't much to it, but there are storefronts, parks, museums, a restaurant - it's worth checking out.
USU operates an extension in Delta

I can also tell you about Milford, Vernal or Roosevelt! But I like Delta better than any of them, so I told you about Delta instead.

Vernal would be an option, but bigger than the other areas mentioned, except maybe Tooele. There is a USU extension in Vernal as well. Or Price. Talk about getting closer to Arches and other National or State Parks.
