I believe the northern part of Utah is part of the Inter-Mountain West and Rocky Mountains, while the southern part had desert charactaristics.

Definitely split Utah - Southern Utah being in desert southwest while Northern Utah being Rocky Mountain. However, if you must keep a state in one category, definitely lump all of it into a Rocky Mountain state.

Northeastern Utah (Everything east of I-15 and the Great Salt Lake) should be considered part of the Intermountain West and Rocky Mountains, while Southern Utah and Northwestern Utah (Everything west of I-15 and the Great Salt Lake) should be considered part of the Southwest and West.
