The "alphabet soup" area isn't the nicest part of town. If you look at crime maps that area is one of the hot spots. But still the worst of Vancouver is a peach compared to similar sized cities back east crime wise so it's all relative.

Most of Vancouver, and the greater Portland-metro area, is very safe. You may have more incidents of petty crime simply because it's "downtown" and the greater concentration of people. But I'd feel safe residing in the vast majority of places in southern Washington and Portland. And I've found the people more friendly here, versus most other big metros.

If you can swing it, can you get closer to the river, and get a rental home or apartment there? Some beautiful places, great views, walkability, good food, close to Portland (just over the bridge). Yes, some places are very expensive, million dollar condos and multi-million dollar homes. But there are more affordable places too.

Are you looking in Rose village? When I first move to the area I avoided it like the plague. However its improving every day and is no longer an area that bothers me. Its one of the most affordable areas downtown. They have a very active group on Nextdoor and it looks like they really want to get their neighborhood cleaned up. It really depends on what your looking for in a neighborhood. I think its an area with potential and will be very nice in the next 10 years as rents increase and push out less desirable people.
