The Fishers Landing area in east Vancouver would be perfect for you. Plenty of decent apartments, many stores and restaurants nearby and it's a fifteen minute commute to Portland across the 205 bridge, thirty if you go to I-5.

I had to relo from Dallas to PDX a few years back. I worked in the city. I found a nice place on the WA side off I-5\99th. On Minnehaha st.
It was called "Crystal Creek". (Mgmt was another subject), but it was a cool place. built in a valley of huge Pine trees, Each unit has an attached garage ( No direct entry though). About the only thing I recall was everyday I was awakend by a damn rooster. The complex backs up to a small ranch type property.
I drove 2 miles to the park and ride, got on the bus and was dropped off at the tram between 20-40 mins dep on traffic.
I liked this part of Vancouver ( West side ) as its less populated and a quicker commute into the City.

If you're looking for something upscale, you might try the Vancouvercenter apartments in downtown Vancouver. There are a few good restaurants within walking distance, and several more within a five minute drive.
Downtown Vancouver is mostly safe. I've been down there many times at all hours of the night, and I've never been in the least bit of danger.

I agree with rjs, The west side of Vancouver is nice area to live. You are conveniently located between I-5 and 205. I have no clue why people want to live out in Fishers landing. don't get me wrong its nice and booming out there with retail and restaurants, but way over populated.

East Vancouver is definitely nicer than some of the other areas. Everything is new, lots of new shopping and restaurants. It is also a safe area compared to others. I do the PDX to Vancouver commute everyday, and the afternoons are pretty bad. It takes at least a half an hour just to get to the interstate bridge, to put it in perspective that is about 6 miles, from Downtown portland.

We live in Downtown Vancouver and really love it, we have lived downtown for the past 2 years. We feel safe and are able to walk and enjoy what the downtown offers. There are some great apartment rentals downtown as well.
